关于组织外国留学生报名参加广州地区第五届中外友人运动会的通知

各院系及相关同学：
为了丰富在穗外籍人士的文体生活，加强广州市市民和外籍人士的沟通，同时，为配合2008中国奥运年和2010年广州亚运会，弘扬“魅力广州、运动无限、活力亚运”的体育文化精神，增进中外双方的友谊，市外办、市体育局、第16届亚组委外联部拟于今年11月1日（周六）至2日（周日）在天河体育中心联合举办“广州地区第五届中外友人运动会”。
届时将进行羽毛球、乒乓球、网球、保龄球、篮球、五人足球6个项目的比赛，请各院系做好相关宣传及组织报名工作。
参赛对象：在校外国留学生

广州地区第五届中外友人运动会总规程

一、主办单位：广州市人民政府外事办公室、广州市体育局、第16届亚组委外联部
二、承办单位：广州市人民对外友好协会、广州天河体育中心
三、协办单位：广州市外国专家局、广州市外经贸局
四、比赛时间地点：
    2008年11月1日（周六）至2日（周日）在广州天河体育中心举行。
五、比赛项目：本次运动会拟设以下比赛项目：
    ◆篮 球：A组、B组
    ◆五人足球：A组、B组
    ◆网球：男子双打；女子双打
    ◆羽 毛 球：男子单打、双打；女子单打
    ◆乒 乓 球：男子单打；女子单打
    ◆保 龄 球
    ◆趣味性比赛
足球与篮球A组别为中方领导和外国驻穗机构，B组别为各院校。
六、参赛人员范围：
    （一）外方：各国驻穗领事馆官员及家属、外国驻穗机构人员及家属、在穗的广州市荣誉市民、外国经济（文教）专家、留学生以及外商投资企业的外籍人士及家属。
    （二）中方：广州市人大、市政协、市委、市政府、亚组委及市属机关、企事业单位副局级以上的领导；香港、澳门驻穗企业高层领导；市友协理事会暨团体会员代表。
七、参赛资格：
    （一）本次运动会不接受现役专业运动员和无合法居留权的外籍人士的报名。
    （二）运动员需具备相应比赛项目所要求达到的健康条件，方可报名参赛。参赛人员因健康原因在比赛中所发生的意外事故，本赛会概不负责。
八、报名办法：
    （一）参赛人员按单位报名，可跨单位自由组队。
    （二）篮球比赛：10人以内（含10人）为1个代表队；五人足球比赛：10人以内（含10人）为1个代表队。
    （三）每人限报两个比赛项目。当两个比赛项目发生冲突时，只可参加一个项目的比赛。
    （四）各项目参赛人数不限。

九、比赛办法：根据单项竞赛规程进行比赛。
十、奖励办法：
    （一）各项目（级别）获得比赛前8名的给予奖励。
    （二）运动会设“最佳男运动员奖”、“最佳女运动员奖”、“最佳表现奖”、“最佳参与奖”。
    （三）其他未能进入名次的给予纪念奖。
十一、服装及装备：按单项竞赛规程执行。
十二、规程规则之解释权归大会竞赛部及各竞赛小组。
十三、未尽事宜，另行通知。
 
5TH GUANGZHOU FRIENDSHIP GAMES 2008
GENERAL REGULATIONS

4. Date and VENUE
The 5th Guangzhou Friendship Games is to be held from 1th November (Saturday) to 2th November (Sunday) 2008 in Guangzhou Tianhe Sports Center.
5. Disciplines
5.1 Five-a-side Football: Men’s only. （team A, team B）
5.2 Basketball: Men’s only ?(team A, team B)
5.3 Tennis: Men’s Doubles, Women’s Doubles.
5.4 Table Tennis: Men’s Singles, Women’s Singles
5.5 Badminton: Men’s Singles, Men’s Doubles, Women’s Singles
5.6 Bowling
5.7 Entertaining games
In football and basketball, Team A is from government and Consulates, Team B is from universities and institutes.
6. Participants
6.1 Foreign friends and officials (and their families) working at Guangzhou-based consulate-generals, branches of foreign institutions, foreign-invested enterprises, honorable citizens, as well as foreign students studying in Guangzhou or foreign teachers and experts.
6.2 Officials working at the Municipality’s public sector institutions and enterprises at or above the ‘Deputy-Director-General’ level; high-level managers from Guangzhou-based Hong Kong or Macao enterprises; directors of Guangzhou People’s Association for Friendship with Foreign Countries.
7. entry qualification
7.1 The 5th Friendship Games does not accept entries from the incumbent professionals and those foreigners who do not have the legitimate right of abode in Guangzhou.
7.2 Participants should have the adequate condition of health required for participating events. The Organizing Committee shall not be responsible for any injury or death caused by health problems occurring upon the competitors during the Games.
8. Entries
8.1 Participants should get in their entries through their organizations. However, they are free to form a group or team with those from other organizations for competition.
8.2 Each basketball team should consist of no more than 10 members. Each five-a-side football team should consist of no more than 10 members.
8.3 Each participant should choose no more than 2 events for entry, and should only participate in one of them if the event schedules coincide.
8.4 Entries are not limited for all the events.
8.5 The entry deadline is 8th, October, 2008.? Completed entry forms should be faxed or mailed respectively to Guangzhou People’s Association for Friendship with Foreign Countries (Tel: 83125434,387978544, Fax: 83125533)

9. method of Competition
Please refer to the specific regulations for each discipline, which will be worked out in accordance with the final number of entries.
10. Awards
10.1 Awards are presented to the top 8 places of each event.
10.2 Other awards include ‘Best Male Athlete’, ‘Best Female Athlete’, ‘Best Performance’ and ‘Participation Award’
10.3 Souvenirs are prepared for all the participants.
11. Costumes and Equipment
Please refer to the specific regulations for each discipline.
12. The interpretation of all the regulations and rules of the Games is subject to the understanding of the Department of Competition under the Organizing Committee.
13. Should any situation unspecified above occur, further notice will be given.
